There was only one confusion about media presence at the station. The electoral commission asked journalists from TV channel TVC to show additional documents that weren’t provided by law. Direct participation of observers from association “Civil Control” settled the situation. Media workers were allowed to go there.” |

The 6-th State Duma of the Russian Federation parliamentary elections were called on December 4, 2011 by the Presidential Decree of August 29, 2011 #1124 “On Fixing the Date of the State Duma Parliamentary Elections”. The decree was published in the Russian Newspaper of August 30, 2011. On that day the electoral campaign started. The Civil Control Association officially started monitoring the elections. Elections to 27 regional legislative assemblies will be held on the same date. Candidates stand for 1210 seats in regional assemblies. 662 regional MPs will be elected through proportional system, and 548 MPs through majority system. Around 38 mln. voters are expected to participate in these elections – over one third of the total number of voters. Altogether around 2800 elections and local referendums will take place on December 4, 2011, in 77 regions of Russia. |
The Civil Control Association Regional office in the Samara Region and the members of the Public Committee “For Fair Elections” monitored internet resources and revealed that Gazeta.ru and Association of nonprofit organizations “GOLOS – Electoral Rights Protection” created a joint web-site, called “Map of Electoral Violations” (http://www.kartanarusheniy.ru/). On this resource they publish information about electoral campaign in the Samara Region. The web site declares that it is “an online map of electoral legislation violations”. On November 15, 2011, the resource had information of 2188 events, which the creators called “violations”. 145 of these events were located in the Samara Region. |
The members of the Public Chamber Council think it necessary to remind all members and representatives of political parties of the following. We are now at the point of the two federal election campaigns. It is unacceptable to use xenophobic, nationalistic and other extremist slogans and rhetoric, to use actions which incite national and religious discord and civil conflicts. |
