History of "Civil Control"
The idea of creation of NPO union for protection of voting rights came in 2006. In 2007 the group of known public figures and heads of human rights organizations has made the decision about the ‘Civil Control’ Association.

Since the inception of the Association its experts took part in federal and regional election campaigns in Russia, Ukraine, South Ossetia, Abkhazia, Germany, Poland, Estonia, Azerbaijan, Kazakhstan, Uzbekistan, and Kirghizia.

During the work of the ‘Civil Control’ association there were organized the tens of scientifically-educational, consulting events and public hearings of on which problems of modern electoral systems, pressing questions of the legislation and legal practices were discussed. Forums, seminars, and ‘round tables’ were conducted in Moscow and regions of Russia. Besides, sign and substantial discussions have been initiated by the Association abroad: in Belgium and South Ossetia.

CHRONOLOGY:

2008 – Moscow, the All-Russia forum of young voters.

On January, 19th, 2009 - Moscow, press conference of heads and experts of the ‘Civil Control’ Association of the noncommercial organizations for protection of voting rights on ‘The estimation of efficiency of elections. An objectivity technique’.

On January, 28th, 2009 – Moscow, the Public Chamber of the Russian Federation. At the initiative of the ‘Civil Control’ Association the international conference ‘Public institutes in election process. Control and assistance’ has taken place.

On February, 24th, 2009 – Moscow, press conference of heads of the Association on ‘Information, informatization and interactivity. Bases of the system of protection of the rights of voters’.

On February, 25th, 2009 – Chelyabinsk, the ‘Civil Control’ ANO conducted the ‘round table’ on ‘The role of public institutes in election process’.

On March, 2nd, 2009 – Moscow, the ‘Civil Control’ Association’s conference on ‘The protection of voting rights: the results of elections on March, 1st ’.

On March, 4th, 2009 – Moscow, ‘Rosbalt’ news agency, the ‘round table’ ‘Elections and youth’ organized by the ‘Civil Control’ Association.

On May, 28th, 2009 – Tshinval, the opening of the independent debating club ‘For transparent and fair elections’, organized at the initiative of the Commissioner for Human Rights under the President of South Ossetia and the ‘Civil Control’ Association. ‘Round tables’, debates of parties-participants of elections, briefings, press conferences with participation of the local public, legal experts, the youth organizations and the international observers were televised live on the local television.

June, 2009 – a space bridge Riga-Moscow during the election campaign in the European parliament. During the event problems of modern European democracy were discussed.

On August, 26th, 2009 – Moscow, the press conference of the ‘Civil Control’ Association on ‘The pre-election start. Preliminary results of the registration procedure of candidates on elections on October, 11th, 2009’.

On September, 27th, 2009 - representatives of the Center of monitoring of democratic processes The Quorum", the member of the ‘Civil Control’ Association for protection of voting rights, jointly with representatives of the European Center of the Geopolitical Analysis (CC partner organization) conducted the monitoring of the election day on elections in the Bundestag.

On October, 14th, 2009 – Moscow, the Public Chamber of the Russian Federation, the ‘round table’ on ‘Public supervision over regional and municipal elections. Summarizing’. The heads of the ‘Civil Control’ NPO association for protection of voting rights and representatives of political parties have shared their observations of the elections.

On December, 10th, 2009 – Berlin, the conference ‘Vote for democracy?’. It was conducted by the Russian non-governmental organizations and by the members of the ‘Civil Control’ Association - ‘The European club of professionals’ and ‘The Quorum’ with the assistance of the ‘Dee Link’ party (Germany).

On December, 17th, 2009 – Moscow. At the initiative of ‘The European club of professionals’ educational center, within the framework of the ‘Civil Control’ ANO activity the ‘round table’ on ‘Between elections. Results of year of youth 2009'.

On December, 23rd, 2009 - Tambov, the conference presentation in the form of the ‘round table’ of the experimental project on electronic poll of voters during the petition in support of independent candidates on municipal elections. The project is developed by the organizations – the members of the ‘Civil Control’ Association: by ‘The European club of professionals’ educational center, and the ‘Civil Union’ the Center of law technologies with the assistance of the election committee of the Tambov region.

On February, 4th, 2010 – Moscow, the Public Chamber of the Russian Federation, the ‘round table’ on the results of promotion of candidates on the regional elections appointed for March, 14th. It is organized at the initiative of the ‘Civil Control’ Association.

On February, 24th, 2010 - the Public Chamber of the Tambov region, the summarizing of the first stage of realization of the experimental public project ‘SMS Nomination’ during the preparation and conduction of the election committee at elections of the mayor of Michurinsk. Direct organizers of the event are the Public Chamber of the Tambov region, the members of the ‘Civil Control’ NPO association for protection of voting rights,‘The European club of professionals’ educational center, the ‘Civil Union’ the Center of law technologies and the election committee of the Tambov region.

On February, 26th, 2010 – Kaluga, the ‘round table’ on human rights issues. The organizer of the event is the All-Russian public organization ‘The National human rights union ‘The Person and the Law’.
On March, 5th, 2010 – Moscow, the Public Chamber of the Russian Federation, the ‘round table’ of the ‘Civil Control’ Association devoted to the preparation of the Single Voting Day.

On August, 10th, 2010 – Tambov, the conference devoted to the experimental public project ‘SMS Nomination’. The project is urged to solve problems connected with the petition, to make this process less costly and labor-consuming, more transparent and to exclude the possibility of ‘falsification of signatures’.

On August, 23rd, 2010 – Chelyabinsk, the ‘round table’ on ‘Elections in Russia. Pressing questions of the judicial enforcement practice and the news coverage of the election process’.
The event was organized jointly by the election committee of the Chelyabinsk area and ‘The European club of professionals’ educational center.

On September, 7th, 2010 – Kostroma, the ‘round table’ on ‘Public control of the election process’. The representatives of the ‘Civil Control’ Association participated in it.

On September, 14th, 2010 – Moscow, the press conference of the ‘Civil Control’ Association, devoted to the autumn election campaign 2010.

On October, 28th, 2010 – Moscow, the videoconference with representatives of public chambers and social councils of subjects of the Russian Federation about the conduction and the results of the elections on October, 10th, 2010. The event was conducted at the initiative of members of the Public Chamber of the Russian Federation, members of the Public scientifically-methodical advisory council at the Central Electoral Committee of Russia, the Board of guardians on rewarding by the Commemorative medal of a name of N.M.Girenko by the association of the noncommercial organizations on assistance of realization of voting rights ‘Your choice’ and the ‘Civil Control’ NPO Association for protection of voting rights.

On December, 21st, 2010 - the video bridge Moscow-Minsk during which the observers from the ‘Civil Control’ NPO Association for protection of voting rights have declared numerous infringements during presidential campaign in Belarus.

On December, 24th, 2010 – Moscow, the Public Chamber of the Russian Federation. The ‘Civil Control’ Association has published recommendations about perfection of the electoral legislation. Among proposed amendments are: the moratorium on change of laws during the election campaign, the guaranteed representation of the registered parties in electoral committees of all levels, and the accurate criteria of inciting social discord.

On February, 17th, 2011 – Alexander Brod, the member of the Public Chamber, the cochairman of the ‘Civil Control’ NPO association for protection of voting rights has declared the beginning of work of a sms-portal for citizens. By 8-916-993-32-24 subscribers can give the information on alleged violations during the spring election campaign on the elections in regional Legislative Assemblies and local governments.
