RESOLUTION OF THE INTERNATIONAL CONFERENCE “INTERNATIONAL PUBLIC ELECTION MONITORING: PRINCIPLES, DEVELOPMENT, INTERNATIONAL PRACTICES”
Moscow, 13th October, 2011


Participants of the international conference “International Public Election Monitoring: Principles, Development, International Practices” represented various states, international and Russian organizations. The conference was held in Moscow on 13th October, 2011. It was initiated by the Association of NGOs for the electoral rights protection “Civil Control”, public organization “For Democracy and Human Rights” as well as other related non-commercial organizations with the support of the Public Chamber of the Russian Federation on the eve of the Parliamentary elections to the State Duma of the Russian Federation Federal Assembly of the 6th convocation and the Russian Presidential elections. The conference participants consider it necessary to highlight the following:

1. The international public election monitoring is an important element of providing assistance to the state in fulfilling its international obligations in the sphere of democratic elections and the system of international human and civil rights protection.

2. The international public election monitoring should be viewed as an unbiased process going beyond the area of politics, comprising the complex in-depth study of the conditions dealing with the realization of a citizen’s right to vote and to be elected and aimed at providing actual support to the states in their improvement of the electoral processes.

3. The international public election monitoring should be held on the initiative of the state holding elections and expressed in an invitation sent by the responsible body within the framework of the international election monitoring parameters approved by the state and put in accordance with the current legislation of the state holding the elections.

4. International public election monitoring has to be held in accordance with the principles of fairness, actuality, political impartiality, non-interference in the process of elections, respect for state sovereignty, transparency, professionalism and reciprocity.

5. International organizations, including interstate and non-governmental organizations, have to continue deciding on the common criteria for international electoral monitoring, which would correlate to the said principles and methodology of monitoring.

6. Participants of the international public election monitoring should actively exchange information and opinions on the election process, and, if possible, to work out a joint evaluation of election process and recommendations for its improvement.

7. Participants of the international public election monitoring should actively work with state electoral bodies, public organizations, Public Chamber of the Russian Federation in order to inform them timely of the monitored processes.

8. Participants of the international public election monitoring should formulate their conclusions, basing only on verified actual facts and on the information, received by them personally as a result of scientific analyses of the gathered facts and materials.

9. Participants of the international public election monitoring should present specific and effective recommendations, aimed at helping the state and its electoral bodies to improve the process of elections in accordance with international standards and obligations of the state, and also aimed at improving the internal public monitoring of elections.
